Can you edit an EA I bought if I only have the .ex4 file?

Compiled files cannot be edited. Changes need the source code (.mq4/.mq5). If you do not have it, the logic can be rebuilt from a description of how the EA behaves.

Does an MT4 EA work on MT5?

Not directly. MQL4 and MQL5 differ, so the EA has to be converted and re-tested.

Can you add a news filter to my EA?

Yes, given the source code. The News Factor EA approach pauses around high- and medium-impact news on the Forex Factory calendar.
